  • Facilities must be licensed unless specifically exempt. Operating unlicensed – or continuing after suspension or revocation – is a misdemeanor.
  • Centers must provide:
    • A separate space for sick children
    • Safe outdoor play areas
    • Shielding for radiators, hot pipes, and electrical outlets
    • At least one toilet and sink per 15 children (sinks cannot double for cleaning or food prep)
  • Corporal punishment is banned. Staff cannot slap, spank, kick, shove, or inflict emotional abuse such as name-calling or shaming.
  • Discipline must be appropriate. Children may not be isolated unless other, gentler methods have been tried first.
  • There are also detailed rules covering food safety, allergy management, infant care, and support for children with disabilities.
